No, Spamcop is worse. They don't even keep their own promises. This is especially fatal for sites running large mailing lists since some people _will_ unsubscribe by reporting the list server to Spamcop. Their broken heuristics will keep listing that server, despite their promises to the listmasters not to do it again.
