I propose that we have an "Exim-discuss" list. Charter, description, 
topic, call-it-what-you-want (for everyone to chew on):

Discussion of current non-code-related issues and future developments 
for the Exim Mail Transfer Agent.

Inclusions: the next Exim major version, fundamental design principles, 
protocol-related discussions, general interaction within the world of 
MUA/MTA/MSA etc.

Exclusions: code/patches for current bugs (take to exim-dev), current 
configuration issues (take to exim-users), proposals for new features in 
the current release (take to exim-dev or bugzilla as wishlist items).

I'd expect any such list to be very "peaky", given that most of the talk 
will centre around burning issues of the time - and there aren't always 
such things on the menu!

Any comments gratefully received.
