AFAIK Debian uses that local_scan source for spamd access in their
distribution and it does not compile in 4.99, at least that is what I've
read.

I do not understand. You are talking about a "feature" but linking to
some c-source code last changed 2005 which in this exact form is not
part of Debian's packages for either exim or sa-exim.
