Well unless you have a Russian work permit and OVIR issued year-long
immigration visa (green papers). I’ve been getting my visa from them for the
last three years and not had to renew outside Russia or leave. It’s
multi-entry though so I can come and go as I like – you just have to
re-register it with the police on your return. 
 
This new law just applies to ordinary business visas (which don’t cover you
for working here anyway – at least not for a Russian company, not sure about
a foreign one/branch).  
 
But as with anything involving Russian bureaucracy, I maybe wrong or they
may have changed their mind in the last 24hrs. :-)
