At all Russian consulates, Americans will be informed that they should return to the US to get a visa, otherwise there is a waiting period of about two weeks. The only exception is if you can demonstrate legal residency in the country where the consulate is located (i.e. the UK in the case of London). A knowledgeable visa service may be able to assist in certain countries. Regards Charles
