Our neighbors above have some type of construction going on with noise of more than 100 db measurable in our apartment. As I understand from another neighbor, they are removing walls without permits. It's the 11th floor of a 14 story building. Is there a building construction inspection or other authority where I can call to complaint? Northwest district of Moscow.
