While on the other hand, getting the permit just means that your poor neighbors went through a lot of hassle and eventually ended up having to pay off people, rather than showing that the wall is structurally sound also. I would just try to talk to the neighbors and keep in mind that one day you might want to remove something too, and might appreciate the fact that they owe you one for the time you didn't complain about them.
