While on the other hand, getting the permit just means that your poor
neighbors went through a lot of hassle and eventually ended up having to pay
off people, rather than showing that the wall is structurally sound also.  I
would just try to talk to the neighbors and keep in mind that one day you
might want to remove something too, and might appreciate the fact that they
owe you one for the time you didn't complain about them.

I think Charles is more concerned about the wall being removed without
permission (rather than the noise). I. e. no structural engineer has
confirmed that the building will remain safe after the works have been done.
While i believe carrying out building works without permit here is the norm,
his concerns are valid.
