The requirement is not only that you have Russian-language skills, but also 
that you know Russian history and basic Russian law, and provide documentary 
proof thereof. 

You are exempt from the requirement if you are under 18 or over 60.

There is also an exemption for highly-qualified specialists and members of 
their families. That is a special visa category. Those with ordinary work visas 
are not exempt.

There does not appear to be any special exemption for foreigners who are 
married to Russians.

There have been articles in The Moscow Times and the St. Petersburg Times which 
did not correctly state the requirements of the new law.

As an Expat living in Russia, with my wife and 2 children I have a 5 year 
resident permit, as som of you maybe aware the lawhas just changed as of 1 Jan 
2015 we have to pass a basic accredited Russian language exam to renew it. Does 
anyone know this about the name of this exam and who teaches it, I have 1 year 
to to it. I work as  a teacher of English in a private school. you can also
