Well, it seems that I've lost my inittab.  I can boot into single user
mode,but as a read-only fs (so it tells me), I can't rename the
inittab.rpmsave or even create a new inittab.  Is there a way to direct it
to the inittab.rpmsaved during bootup? Or am I a candidate for a re-install?

Very probably doesn't have anything to do with initscripts 24 - works here
without problems.

Unless you've disabled it for security purposes, you can do something like

linux init=/bin/sh

in LILO.
