Yup, that's the culprit!

Check to make sure the ribbon cable is in there securely, it caused a
similar problem on my system.  

The other thing to try is a tuning command like:

        hdparm -c1 -m16 -a128 /dev/hda      (or whatever drive)

then retrying the 'hdparm -tT /dev/<whatever>' to see if it made an
improvement.
