What happens if you try to telnet to 127.0.0.1 (local "loopback")???
If it works, then I'd say try checking your "hosts.allow" file and
see what IP address you have in there (i.e. your router's IP
address.) If it DOESN'T work, I'd see if you have telnet disabled in
inetd.conf.
