To bypass the problem use the command line wget -c <URL> to ftp with, 
from either ftp or html sites.   You can drag and drop the URL on to a 
command line window.   It is a number of times quicker than any browser 
ftp, is interruptible (^C), resumable (up arrow, enter) and is 
extremely tenacious with overloaded or difficult sites.
