Well, standard _serial ports_ are usually using IRQ 3 or 4. Now if the
serial ports are not disabled in the BIOS, a PCI board (which usually
has several choices) will have to find something else ... which is
done
automatically by the PCI chipset.
Anyway, there is nothing saying that a modem _has to_ use any IRQ.
It's just common practice as far as _serial ports_ are involved.
About 10 years ago I already had a modem (USR sportster internal ISA)
that could be set to almost _any_ IRQ (using jumpers).
