Of course it's slow (16MB/33MHz). Try using some simplier
windowmanager, such as iceWM.

Well, you should check then what kind of mouse you have. Since
you have 486, it's probably serial mouse on com1.
try running mouse-test and / or mouseconfig (as root) and post
the results, maybe somebody could help you then.
Assuming you have gpm properly installed and running
(rpm -q gpm; ps auxw | grep gpm to check)
