The problem really is that there is no standards authority charged with
defining industry use of disk partitioning.      What we have is the outcome
of various parochial institutions (IBM, then MS, then Unix) doing their own
thing with only half a glance over their shoulder at what the others are
doing.

The whole area is very much constrained and klooged because of the need to
maintain backwards compatibility back to day 1 of hard disks.
