INTERFACE_CARD="internet"   # whatever it is, ie; 100.200.201.202

try ipchains -A output -i $INTERFACE_CARD -p tcp \
             -s 1.2.3.4 \
             -d 199.95.208.0 -j DENY -l

don't forget your source and interface, and use variables such as
$INTERFACE_CARD to set things like IP's/Ports
