You ought to know that any hardware device failure, pretty much, claims
to be "busy" even when that's far removed from the real problem.

You should probably verify that you have the right device.

Try this:

cat < /dev/modem  (in one xterm)
cat >/dev/modem  (in another)

In the second xterm, try:

AT

Do you get a response?

ls -l /dev/modem.

Does it seems like a plausible device?  What device are you asking for
in kppp?
