I have two pieces of bad news for you.
First, since USR was bought by 3Com, modem support has gone in the tank.
The quality one used to be able to expect from USR equipment is gone,
and forget getting a straight answer from 3Com modem support. They're
idiots. I have many stories. The modems are made cheap and are aimed at
the lowest common denominator.
I can recommend the GVC ISA internal; they're all hardware, excellent
quality, and work well in Linux.
Second, V.90 modems cannot answer at anything more than 33.6. V.90
connections require partially digital connection; V.90 ISPs have trunk
lines to the CO (ie, dialup T1).
