I know.

go to a text screen by pressing control+alt+F1 button and then log in 
as the root user.

Then type linuxconf

When the linuxconf screen pops up then arrow-key down to
the user accounts and press enter.

then arrow down to password&account policies and press enter.

Here you should see a screen with You must enter here the validation rules
for password.

then the first selection you should be presented with is
minimum length    6

when the little underscore cursor is blinking under the 6 you can then
change the default to a higher or as you wanted a *lower* number.
