No, it is actually a BIOS issue, which is why you are told in many docs on this issue to upgrade your BIOS. LILO does not actually care about the memory at all, it just passes the commandline options to the kernel. Windows might have other methods (non-BIOS) of determining the amount of memory, because I have never seen it make a mistake.
