well, see what /etc/inetd.conf says.  If it does not say:

telnet stream  tcp     nowait  root    /usr/sbin/tcpd  in.telnetd

somewhere, or it has a '# in front of it, you'll need to add or
uncomment this.

Also, you should check /etc/hosts.allow and /etc/hosts.deny to
see what's there (and I'd strongly suggest you use them wisely
to help protect your firewall (I think you said this is a 
firewall?)).

Finally, make sure tcpd and telnetd are executable:

-rwxr-xr-x    1 root     root        20912 Apr  8  2000 /usr/sbin/tcpd*
-rwxr-xr-x    1 root     root        30768 Apr 17  2000 /usr/sbin/in.telnetd*

Oh - and make sure inetd is running!  (ps axf|egrep inetd)

Well, I've probably forgotten something (and I'm just guessing
as to what happened when you went paranoid ;-)

(I tried using chkconfig on all these, and all I could get it to
say was:
error reading information on service inetd: No such file or directory

So if chkconfig does not work for you don't despair, just look over
what I've said up there...)
