There is no timing in the install program that would be affected by drive speed. It is likely that the CDs and the drives just don't quite like each other. A good 4X drive sold in its heyday for about $125 US, and a brand new Kenwood 70X drive goes for 49.95 US. The mechanics of the device has not changed, and that is the major cost of manufacture. So what has changed? Electronics spin-up and spin-down where it used to run continuously, sleeve bearings have replaced ball bearings, castings have replaced machinings, etc. Do you really think that a floppy drive that costs less than $8 has the same quality as a 1990 device that cost more than ten times that amount? Get real. In this cost sensitive market, cutting corners on hardware is done all the time. There is even a line of EIDE drives that don't do the required 57-byte CRC checks for ATA 66 and higher. Naturally they are the cheapest, but if you care at all about your data, no bargain at any price. Yes, I have seen brand new equipment that would not work or would work twice in five attempts.
