Well, boot your CD and hit F1 then type 'rescue' without the quotes

It will get you to a point where you can chroot /mnt then mount /usr 
then use your favorite editor on /etc/security/limits.conf

That particular variable on file size limits might apply to some unices 
better than linux, but here it is not so useful.
