That's true.  If the security level is set to the highest possible level,
you cannot login directly as root, either on the console or via ssh.

Take a look at /etc/securetty.  If it has 0 entries in it, you'll not be
able to login directly as root.  You should have listings for tty1 - 6 on
separate lines to enable direct root login on the console.
