You will not be able to telnet to the local host as root. telnet -l root localhost will not allow you. It's a security risk, and it's disallowed because of such. Ssh however will.
But there's an evern better suggestion. Use the consoles to log on. CTRL+ALT+F1-6 will give you a console with a prompt. Login in as root there. CTRL+ALT+F7 will get you back into Xwindows.
