msec has data files, corresponding to its security levels, i.e. 1-5, which 
tell it the permissions to set on particular files and directories.  Take a 
look in directory /usr/share/msec at files perm.[1-5].  msec doesn't have a 
comprehensive list of files on the machine (or their permissions), so it 
can't fix up a trashed system.
