Ron, any OS will still see the drives as what they are, normal ide drives so of course 
cdrecord -scanbus would not list them.

It is the main system BIOS which sees and address the controller as SCSI.

That is how I ran 7.1
ATA100 controller card with 2 hds attached.
ide0-cdrom, master; ide zip, slave
ide1-cdrw, master
ide2-IBM Deskstar, master-Linux
ide3-IBM Deskstar, master-Windows

Boot sequence in BIOS
1st device-floppy
2nd device-cdrom
3rd device-SCSI 

I assure you there was no problem in booting either Linux or Windows.

The same principle is used on newer MOBO such as the Soyo Dragon+.
ide0 and ide1 are normal ATA100 onboard.
ide2 and ide3 and onboard and can be set as either Raid or ATA/SCSI.
To boot from either ide2 or 3 you set the boot device for SCSI in the BIOS.

It is not the card I used but here is the direction SIIG supplies with their ata100 
pci card:

 2) To specify the boot drive in system BIOS Setup, press the Delete, F1 or F2 key to 
enter the BIOS. Configure the system to boot to SCSI or specify the boot drive if 
there is more than one. Since each BIOS is different, please refer to the User's 
Manual for the motherboard.
