If the camera is plugged in at the time the usb system is started, then it does log /dev/sda1 in /var/log/messages, but doesn't if the camera is plugged in later. And it's not possible to stop and restart the usb service while the machine's running, since some bright spark has actually commented the call to usb_stop out of the init script.
