Example:

I want to use a mp3 decoder but I don't know which one, so that's what I
do:
FIRST- Have a look at my already installed packages to see what I have.
SECOND- If I don't find anything that suits me, I perform a search in
the list of the uninstalled packages.

If you never come across a situation like that, I guess you're just
using the basic functionality of rpmdrake; I try to use it for complex
operations, when I need to install a simple rpm I just type "rpm -ivh
<package_name.rpm>" from the command line.
