This is a bug in the fluxbox package which compounds the menu problem.  I have 
reported it.

It has been explained to me that there is a locking problem in rpm-4.2 that is 
causing this problem.  Apparently, when update-menus runs during the rpm 
installation, rpm has not yet released the lock on the package database, so 
update-menus cannot query it, so the package list comes up empty, and 
consequently the menus do too.
