No way ! The Mikuni's don't have acceleration pumps, so you can pump the throttle all you want, and nothing bad will happen, except get a sore foot.
It's just plan old flooding. Could be caused by several things, - float level to high - electric fuel pump left on, forcing fuel past the float valve - worn float needle or seat - loose seat nut Was this on a Kawasaki or Rotax ? I found the Kawasaki very susceptible to flooding. Not such a big problem with the Rotax. As someone else said, best way to clear up flooding is to remove the plugs (turn ignition off) hold the throttle wide open and spin the engine. Clean the old plugs of gas, or better yet, fresh plugs, and your should be able to fire up.
