Chuck, absolutly!!!
  You could say the class has to use ABC shock from ACME shock company that 
costs $25 each.  OK I bought 100 of them, dyno'd them all and came up with the 
best 4.  I bought $2500 worth of shocks and spent how much on dyno time?  At 
that point Penske's sound cheaper!!!
   I think it would take a bunch of homework to get the proper wording in order 
to keep out expensive shocks.

steel bodied, no external res and ony double externally adjustable.

As an aside:
There are some very specialized parts I was just starting to play around 
with with the intention of building a killer 1" rubber puck system.

That would be rather expensive to develop and reproduce but still within the 
letter and intent of the present rules.

Sometimes overly restictive rules don't reduce costs.
