Ken,
Did you see/hear the engine run before it was pulled apart for the
rebuild, or is/was it a "mystery engine"?
In some cases you can assume nothing and have to start with the
basics, usually ends up saving time and aggravation in the
long run. Verifying the rotary valve sounds like a good start.
Factory marks properly aligned should at least make it run.
From your description I'd be looking for good spark at
the right time as a first step. If you know anybody close
maybe swap some electrical components as a test if they
were not known good before the rebuild.
You could perhaps sell it as an aerobic exercise machine.
When you get it running you might as well install a new starter
rope......it'll be next after all the swearing at it.
