Tony,
Usually, those remote cables are actuated by a lever at the end of the
cable. Just 'flip' the lever all the way and the choke should be
activated. At the carb end, you want the plunger to be pulled up approx
3/8 inch when the choke is activated. When the choke lever is released,
the spring in the choke will make sure the plunger seats at the bottom.
When I fire my engine, I just choke one carb. The engine normally fires
right away and it is then necessary to release the choke almost
immediately. If you choke both carbs, you'll have to play with how much
you move the lever so you don't over-choke the engine.
