Tony,
Usually, those remote cables are actuated by a lever at the end of the cable. Just 'flip' the lever all the way and the choke should be activated. At the carb end, you want the plunger to be pulled up approx 3/8 inch when the choke is activated. When the choke lever is released, the spring in the choke will make sure the plunger seats at the bottom.

When I fire my engine, I just choke one carb. The engine normally fires right away and it is then necessary to release the choke almost immediately. If you choke both carbs, you'll have to play with how much you move the lever so you don't over-choke the engine.

I am using remote cable choke linkage for the first time on my new Mikuni VM38s. How do you adjust the linkage to be sure the plunger goes all the way down, yet still lifts enough? I hope to fire it up for the first time today.
