My point being, imho, bantime should be set in the jail and overridden appropriately (global, conf, local) so it can be reliably set and work as expected (setting it is the action is the exception and seems to be a workaround, at best).

bantime seems to be available in the action, so why configure it there (and seemingly override the jail's configuration - where bantime is declared)?
