The TMO would consider this totally off the program and would defrock anyone caught doing it. The TMO does not do this itself, although when you get a new mantra during an advanced technique initiation, I guess you could say that something like this happens. But Amma's ability to imbue a mantra with shakti and that of your average advanced technique teacher are worlds apart. As to the mechanics, I think Vaj or Rory are more qualified than I to elaborate.
