Probably the best they could have done and still get the investment needed to buy the land from the original developers without screwing anyone (unlike some other organisations that we all know ... ) And it gives some humans the chance to enjoy the area (150 hotel rooms) and doesn't have a significant impact on the red-legged frog (mentioned in the article as endangered)
