In the wake of that event, University President Dr. Bevan Morris appointed a committee to review all aspects of University policy and practice relating to campus safety and to make recommendations wherever appropriate for strengthening them. The Committee included two members from outside the University with relevant expertise, along with the University's Director of Campus Safety, a University student, and other University administrators with broad overall responsibility for institutional operations. The purpose of the committee was to review and reflect upon all issues relating to campus safety and how they may be improved to enhance the security of our University community. It was the charge of the committee to carefully review the events of March 1, 2004, as well as the relevant, cumulative safety and security experiences of the institution and its managers over the last 30 years. The committee's purposes were remedial, not fault finding to recommend changes to minimize foreseeable risks, from any direction, to the greatest extent possible. Its goal was to learn from this entire past both painfully recent and more distant to secure a safer future for the University, its students, and our community. We thank President Morris for inviting us to assist in this important process to help facilitate institutional growth from a tragic event. In carrying out its charge, the committee met approximately twice weekly for about three months. During this period various committee members spent considerable time researching and preparing reports for the whole group's consideration. To assure frank and honest discussions, the committee members agreed that these discussions and their work product would remain confidential. The following report reviews the areas that the Committee considered, summarizing the current status of policy and practice and, where appropriate, offering recommendations for strengthening policy and practice.
