I think banning someone for one week, each time they go over the 50 is fine. So in Shemps case, for example, he'll likely get one week on, and one week off. Fair enough. He's obsessive-compulsive, so that is just enough to help him with his disorder, but not enough to be Draconian towards such weakenesses.
We should take this compassionate approach towards such diseased minds. It is not entirely their fault. We must take a collective responsiblity for the shortcomings of any one of us, no matter how distasteful and repugnant that may feel to you all.
