No, you can't go out and buy one. There is definitely a procedure  to be awarded one and that procedure involves a chain of command. There has to be an event to cause the wound, in combat , not self inflicted, medical attention, with lost time, nomination, investigation, and paper work passed up a chain from one desk to another. If one were an officer  and knew the procedures one could work his way around them by falsifying or embellishing information used in the procedure. Kerry was in that position, was seeking to become the next JFK from Ma. I'm not sure if he had been to law school at that time but was no dumby and knew what he needed to get out of there and embellish his political future.
