I couldn't tell you about what recerted TM teachers are expected to do or not do if they get a broken leg, but seeing how thy DO use doctors who are "part of the TM Family" to promote TM, it seems that either this document isn't an accurate portrayal of the recertification stance or that portions of it are no longer operational.
