I think one should also consider that when you are taught a method like 
Vipassana, for example, for ten strict days in a boundaried retreat 
setting, being given a wealth of methods to counter all the obstacles 
that can and are known to arise--one doesn't need "checking", merely 
practicing what they already learned.

If you have been orally given the full drivers manual why would you 
need to rely on a driving school?

Thus the puzzlement. If you were really taught to be an independent and 
actual "realizer" the idea of relying on externals (an org--i.e. the 
TMO) is offensive. That which realizes is independent of all 
structures. Period.

Who checks? You check...based on what you know...no insitutional 
checking needed, just personal will and individual insight. 
Institutions or "schools" = imposed structure = slavery = non-freedom. 
YOU are what matters and YOU decide what that means...
