MMY's promised benefits were predicated on a certain level of participation in TM's programs, which never materialized. Given that, plus the fact that MMY always said things would get bumpier before the final transition, it may be unrealistic to have expected world peace to have been ushered in by this time. But you can certainly blame the methodology for the lack of participation. On the other hand, I can't say I gave my own participation first priority in my life--didn't move to Fairfield, didn't make program my "office hours," in Bevan's phrase--so maybe I and others like me bear some of the responsibility as well.
