Donning my editorial hat, because I suspect
this disagreement has to do with definitions:

"Tacky" generally means "in poor taste."  Other
uses, according to my dictionary, are "cheap
showiness," "lack of style," and "lack of good
breeding" (in connection with behavior).

So it really isn't a vanilla/chocolate sort of
term; if used to describe the decor of someone's
home, it's an implicit putdown of that person's
taste (or of anybody's taste who likes the decor).

(It can also mean "seedy" or "shabby," in which
case it may not be a putdown, e.g., if the person
is too poor to afford anything better, but that
obviously doesn't apply here.)
