This must have been a phone call from 15 years ago because Cuba is 
already massively open to tourism.  I'm a Canadian and I can tell 
you that virtually everyone I know back in Montreal has been to Cuba 
at least once on vacation. Big vacation spot for Canadians as well 
as Europeans, especially Germans and Spaniards.

Sadly, although I am a Canadian citizen I would still, technically 
need permission from the U.S. State Department if I wanted to got to 
Cuba. Why?  Because the restriction for Americans to travel to Cuba 
extends to resident aliens such as myself.

Of course, as I understand it, thousands of Americans go to Cuba 
each year as tourists without State Department approval by boat from 
Florida.
