Actually he did, in 1978, as the Iranian government of the Shah collapsed, but 
the governors had to leave as the situation deteriorated. He sent them to other 
countries then too, which I do not remember, except one in Central America 
somewhere. Then success was proclaimed. I think this was called the World Peach 
Project.
