Yup, looks like it. Individuals can buy light boxes for a couple hundred bucks, just put them on a table and sit in front of them for a half an hour a day. The Slate article I linked to has more details. (It's important to let the light enter the eyes, so I'm not sure why some of the people in this video had their eyes closed. In tanning salons, typically you wear goggles to block the light; also, tanning lights don't filter out UV rays as light boxes do, so you risk getting skin cancer.)
