Enlightened monarchies only work if the people they rule are also enlightened. An enlightened monarch will be executed by an ignorant mob. On the other hand, an ingorant monarch will lynch the citizens, ie., Stalin, Hitler, etc., so one without the other is worthless. In Sat Yuga, everyone is enlightened. In Kali Yuga, everyone is ignorant, so democracy is the government of choice in this age.
