Yes. No. Maybe.

It's exactly the same question as "Is Path X a 
true spiritual path?"

The answer depends entirely on who is answering
it, what they believe, and their basis for coming
to those beliefs.

Some people only trust "authorities." In the
world of art, that might mean believing that only
the things that art "experts" or collectors think
are art are art. In the world of spirituality,
it might mean trusting only a certain scripture
or teacher or tradition of teachers.

Others trust their feelings and their own intuition.
In the world of art, that might mean "I don't know
what art is, but I know what I like." In the world
of spirituality, it might mean "This path agrees
with me and seems to produce some good results,
so I consider it a viable spiritual path no matter
what anyone says."

In art, as in spirituality, you are far more likely
to find dogma-bullies in the first group who declare
those in the second group "wrong" than vice-versa. :-)
