That's not what I heard...I thought that Sem attacked a student with 
a pen directly to the face and that it required stitches.

But even if it didn't require stitches, it was still a criminal act, 
no?

That's a secondary consideration.  The negligence happened the 
moment that MUM, upon learning of the attack, did not contact the 
local police.
